Chapter IX - Absence of Government
If there is no Head of the Legislative Government, appointed Head of the Legislative Government, or the Legislative Government is incapable of competent operation, it shall be dismissed, the Parliament shall be dissolved and a General Election will be announced by the Union Secretary. Upon parliamentary dissolution, the Union Secretary shall appoint an Interim Government, inclusive of a Chancellor, Vice-Chancellor, Departmental Ministers, Assistant Departmental Ministers, Secretarial Executive Council members and Treasury Department members to maintain constant, current Government business until a new Legislative Government is elected. If it is not possible to appoint an Interim Government, the Union Secretary may appoint an "Executive Administrative Treasurer" and "Assistant Executive Administrative Treasurer" to oversee the Department of the Treasury to maintain constant, current Government business until a Legislative Government is elected.
