Absence of Union Secretary

Under chapter X of the constitution, Union Secretary Justinian has appointed Adstar Patterson MP his replacement for the time-being. Upon the return of Justinian, Mr Patterson will return to his duties as President of the LCP.

New Vice-Chancellor

Beauvais has been elected Vice-Chancellor and Deputy Leader of the Liberal Conservative Party in parliament.

Addition to the Constitution

Chapter X of the Constitution of the Walbard Union - Absence of the Union Secretary, both willingly or unwillingly. The Union Secretary has the right to appoint an Interim Union Secretary to act as his temporary replacement whilst absent from duty. Upon return, the Interim Union Secretary shall relinquish his/her post and return it to the rightfully appointed Union Secretary. If the absence of the Union Secretary is unwilling or the Union Secretary is seen to be unfit for duty, the region's founder, will take the place of Interim Union Secretary until a replacement may be appointed by the Union Executive Council.

Resignation of Vice-Chancellor Mustard

Bishop Mustard of Genad has resigned his post as Vice-Chancellor and will be replaced upon a decision to be made by Chancellor Garbnet. Union Government News and the Walbard Press Club inc. will keep you notified and up to date on news in the Walbard Union, as it happens!

Chapter IX - Absence of Government

If there is no Head of the Legislative Government, appointed Head of the Legislative Government, or the Legislative Government is incapable of competent operation, it shall be dismissed, the Parliament shall be dissolved and a General Election will be announced by the Union Secretary. Upon parliamentary dissolution, the Union Secretary shall appoint an Interim Government, inclusive of a Chancellor, Vice-Chancellor, Departmental Ministers, Assistant Departmental Ministers, Secretarial Executive Council members and Treasury Department members to maintain constant, current Government business until a new Legislative Government is elected. If it is not possible to appoint an Interim Government, the Union Secretary may appoint an "Executive Administrative Treasurer" and "Assistant Executive Administrative Treasurer" to oversee the Department of the Treasury to maintain constant, current Government business until a Legislative Government is elected.

Passed Legislation

World Assembley Recognition Act 2008 - Submitted to the House of Representatives: Tenth day of April, Two-Thousand and Eight. Passage Speach - Read by Adstar Patterson MP Mister Speaker, With the United Nations dissolved and the World Assembley in it's place, the government has recognised the need to safeguard our future. It is with this act, Mister Speaker, that the government does this. We (the government) recognise the importance of "letting the little man have his say" Mister Speaker. That is why we (the government) supported the United Nations and will continue to support it's replacement the World Assembley just as strongly. But, Mister Speaker, the Walbard Union must remain independent of the World Assembley. We must make our own laws and live our own lifestyles. Never is this more important than in today's world. Because in today's world, Mister Speaker, terrorism is everywhere and everyone and everything is at risk. The sovereignty of every nation is at risk. Industry is at risk. Business is at risk. People's lifestyles are at risk. But most importantly, Mister Speaker, people's futures are at risk. This is why we must safeguard our way of life, Mister Speaker, in everyway we possibly can. This is why we (the government) take every chance we (the government) can get to safeguard the region. This bill does not challenge the authority of the World Assembley but ensures the safety and sovereignty of our wonderful region. That being said, Mister Speaker, I commend this bill to the Parliament. *********************************************************** "World Assembley Recognition Act 2008" Section 1 - Abbreviations and Important Information 1.1 Throughout this document, the terms WA and World Assembley refer to the World Assembley organisation. 1.2 Throughout this document, the terms UN and United Nations refer to the United Nations organisation. 1.3 Thoughout this document, the term Walbard Union refers to the region of Walbard Union, it's governments, it's industries, and all of it's citizens. 1.4 Throughout this document, the term Member State/s refers to one or more (or all) member states of the Walbard Union. 1.5 Thoughout this document, the term Executive Council refers to the Executive branch of Walbard Union's officially recognised government. 1.6 Throughout this document, the term Union Secretary refers to the head of the Executive branch of Walbard Union's officially recognised government. 1.7 Throughout this document, the term Act refers to this document and it's entire contents. Section 2 - Official Recognition 2.1This act formally recognises: 2.1.1 the World Assembley as the official replacement to the United Nations. 2.1.2 the fact that the World Assembley is the equivelant to the dissolved United Nations. 2.1.3 the fact that all laws passed by the United Nations are current unless altered by the World Assembley. 2.2 - Safeguard This act formally recognises: 2.2.1 the fact that UN and WA law never did and never will surpass Walbard Union law in Member States of non-membership of the WA, but gives Member States of membership of the WA, the choice to remain under Walbard Union law. 2.2.2 the fact that the World Assembley may not intervene in Walbard Union affairs. 2.2.3 the fact that the World Assembley does not have political power within the Walbard Union and may not make decisions in relation to the running of the Legislative, Judicial and Executive branches of government. 2.2.4 the fact that the World Assembley may not enter military personel into the Walbard Union without explicit consent from the Walbard Union's Executive Council. 2.2.5 the fact that this act may not be altered unless a law referred to by this document is altered and requires a change to this act. Section 3 - Allegience Member States who declare themselves a member of the World Assembley must state that they remain loyal (at all times) to the Walbard Union, it's regional government, it's industries and most of all, it's people. If this law is broken, the Member State will be charged with treason, and reminded that with enough evidence, and permission from the Union Secretary, a Member State may be charged with Treason, without a trial.

Passed Legislation

Catholic League Recognition Act 2008 - Passed 4:1 - Wednesday, the twentieth of February, two thousand and eight.

This act formally recognises the existence of “The Catholic League”, secures the Walbard Union as a whole and puts into place the following laws.

1. The Catholic League, as a “League of Catholic Nations”, is entitled to veto laws passed by the Walbard Union with permission from the Union Executive Council and a unanimous vote of approval from all nations within The Catholic League.
2. The Catholic League may not overrule a decision made by the Union Executive Council or the Union Government.
3. The Catholic League may not overrule a decision made by the Executive Commissioner that is in relation to:

a. Foreign Affairs
b. Transport and Infrastructure
c. Coinage, Legal Tender or Currency
d. Defence
e. Universal Social Welfare

4. Members of The Catholic League will not be exempt from Federal Law and therefore shall not be exempt from prosecution.
5. Members of The Catholic League that are convicted under Federal Law shall be expelled from The Catholic League but not from the Walbard Union. If said nation is convicted of either the same crime or another crime, they are then eligible for expulsion. If a Federal Law is passed at a later date than of that passed by The Catholic League, Federal Law will override it and render it null and void from that date.
6. Members of The Catholic League are equally entitled to their public opinion. It is because of this equality that any nation within The Catholic League found to suppress the right to free speech will be officially warned and the matter will be investigated by the Executive Commissioner. Findings of said investigation will be private and handed, on completion, to the Union Executive Council for a decision.
7. The Catholic League is not a “Sovereign Organisation”. It may pass laws of its own providing they do not conflict with Federal Law. Any law found to conflict with Federal Law is to be considered null and void from when it was first enacted. All rulings under a null and void law shall be overturned and heard again before the Supreme Court of the Walbard Union.
8. The Walbard Union has the right to dissolve The Catholic League upon legislation ordering the dissolution of The Catholic League is passed by majority parliamentary vote.
9. Member States not of membership of The Catholic League are entitled to join (upon acceptance) at their own free will.
10. Member States of membership of The Catholic League are entitled to resign at their own free will.
11. The Catholic League may refuse membership by any nation for any reason (see 12) providing the reason is made public.
12. The Catholic League may not expel a nation for actions considered “out of place”.
13. This law may be altered by majority vote.
